1: Preheat oven to 375°F. 2: In a large pan over medium high heat, add olive oil, ground beef, and Italian sausage. Break apart the meat. 3: Once the meat is almost fully browned, add the onion and garlic. Cook for an additional 3 minutes until fully cooked. 4: Remove from the pan and set aside. 5: Add 2 more tablespoons of olive oil to the pan. Add onions and garlic, season with salt and pepper. 6: Add red pepper flakes and oregano, cooking until onions are translucent, about 4-5 minutes. 7: Add tomato paste, cooking down for 5 minutes while scraping off bits from the pan. 8: Add vodka and stir for about 30 seconds, then mix in heavy cream. 9: Add a cup of pasta water, mix, then add Parmesan cheese. Simmer and return beef with chopped basil. 10: Create the ricotta mixture by combining all ricotta ingredients in a bowl. 11: In a baking dish, add a thin layer of sauce. For each noodle, add a layer of ricotta mixture, vodka beef sauce, and mozzarella cheese, then roll and place in the baking dish. 12: Top rolls with more sauce and mozzarella cheese, then bake covered with foil for 20 minutes. 13: Remove foil and broil for 3-5 minutes before serving.
