1: Combine mangos, bell pepper, onion, jalepano, cilantro, salt, pepper, and lime juice in a bowl. Mix together and place in the fridge. 2: Using a blender or food processor, create the sauce by combining all of the ingredients. Mix until well combined. 3: In a pot over medium heat, add rice ingredients and let the rice get to a gentle boil. Keep stirring occasionally until most of the water is absorbed by the rice. 4: Once the water is mostly absorbed, quickly turn the heat down to a low simmer and cover the pot. Let cook for an additional 15-20 minutes. 5: Season scallops with salt and pepper. Add avocado oil to a pan over medium high heat. 6: Cook scallops for 2 minutes, then flip over and cook for an additional minute. 7: Place rice and mango salsa on a plate. Add scallops and pan juices. 8: Top with cilantro sauce and enjoy!
