1. Prepare the marinade: In a blender, combine serrano peppers, garlic, parsley stems, roasted red peppers, soy sauce, lemon zest, lemon juice, salt, and pepper. Blend until smooth. 2. Prepare the fish: Fillet the mackerel and score the skin. 3. Marinate the fish: Place mackerel fillets on a parchment-lined baking sheet. Pour the marinade over the fish and spread to coat evenly. 4. Bake the fish: Place the baking sheet in a preheated oven and bake until the fish is cooked through and flaky. 5.
